I'm not sure if I need to reach a certain level before I can start collecting them or not, but I haven't seen one since I've started playing this game.

statusYou can find the location of all the license plates in toby_lover's walk-through in the FAQ section for this game on GameFaqs. It's very close to the end of the guide.
