Well i know most of them but i havnt really got them but ill try my best to answer.

Naruto- get from the start
Sakura- get from the start
Shikamaru- talk to tsunade after you reach the dead city
Chouji- talk to tsunade after you reach the dead city
Ino- talk to tsunade after you reach the dead city
Kiba- Snowy Plains
Shino- Snowy Plains
Hinata- Snowy Plains
Lee- Before desert of death
Neji- Before desert of death
Ten Ten- Before desert of death
Gaara- After you get the 4th kagami/ Konohamaru's password screen
Temari- After you get the 4th kagami/Konohamaru's password screen
Kankuro- After you get the 4th kagami/Konohamaru's password screen
Sasuke- Win wii once then talk to jounin next to anko
Juuin Sasuke- Get 30 Wi-Fi winning cards
Kyuubi Naruto- Get 100 Wi-Fi points
Itachi- Finish mission Saigo no Uchiha Zoku in Jounin rank
Kisame- Akatsuki kara no shisha in Jounin rank
Haku- Get 10 Wi-Fi winning cards
Zabuza- Win 100 survival stages in Kumite Dojo
Jariya- Play Wi-Fi 10 times total
Tsunade- Play Wi-Fi 10 times total
Orochimaru- password from Konohamaru
Sandaime Hokage- Konohamaru's password in the academy
Iruka- Konohamaru's password in the academy
Kakashi and Guy (it says in the gamespot site)
To get Kakashi and Guy, you have beat the game first then go to Kakashi's house then talk to Kakashi and Guy. Then you have to choose Kakashi to be in your party. Then you to Konohamaru and use the password to unlock Guy(shown in Passwords). Once you do that, you have both Kakashi and Guy.
