I want to unlock Eagle. How do I get him on my side?
You have to use Sami on all Green Earth battles.
These are the missions:
Captain Drake
Naval Clash
Wings of Victory
Battle Mystery
Eagle should be at the Final Battle.
You will also unlock Eagle as a usable CO in versus and war room with this after you complete the campaign.

statusJust to add a little, doing this will also unlock a bonus level, "Rivals," where you battle Eagle as Andy.
