Read the Blue Mage faq. He must be hit and affected by one of the listed monster abilities while he has Learning equipped. Just any ability won't do.

Only monsters and enemy blue mages can teach abilities. Neither your own blue mages nor your own morphers will work.

Blue Mages are extremely difficult to make well.

1) Learning needs to first equipped.
2) You MUST HAVE A BEASTMASTER. If you dont have one, you will never learn supportive blue magic attacks
3) You cannot have a bluemage, enemy or ally, OR even a morpher use the ability on you, Blue mages study the magicks from the original source, the monster.

To learn blue magics
1) have learning on, dont have to be blue mage class. Tell a beastmaster to control the enemy with the said skill.
2) Use the monster to use the ability on the person you want to learn the skill... Learn the skill

YELLOW DRAGONS EXTINCT at end of the game.. So does some goblin.
To learn roulette, you MUST have an angel ring, otherwise you faint and .. dont learn the ability.

There are only certain abilities you can learn with the blue mage. It is possible that you are not being attacked with the right abilities. check the blue mage faqs for these abilities. It is easiers for you to control a monster. MAKE SURE LEARNING IS EQUIPPED.

Deathstriker24 has only one thing wrong, enemy blue mages can teach abilities but you'd have to be really lucky for some abilities to affect your character like, "roulette" and even if you are super lucky, you need to have equipped a way to immediately revive that character like, an angel ring or the angel whisper ability. I think the "Mage Tourney" is the best way to learn both magic hammer, twister and blow up. You just need to make the Blue Mage there have very low HP and he'll use blow up on you. Just make sure the only unit near it is the one with the "Learning" ability equipped.

The last chance for you to learn Dragon Force is on the mission called "The Worldwyrm" with the single enemy called Ogma. After that you can still learn "Goblin Punch" if you do a competitive mission with a friend called "Newbie Hunt". All the other abilities are a piece of cake except for maybe the ones from the Sprites/Faeires.
