No it's not. If you're looking to have it evolve, your chao will have to be raised in a garden in either Sonic Adventure DX or Sonic Adventure 2 : Battle. One more thing; if you're intent on using it in a race on either game, you should max your chao's stat levels so you don't have to waste time on getting what you need to boost it on the two GameCube games I've mentioned. I put each of my Chaos Chao I have in the Tiny Garden to max them out and they did well. I hope this answers your question about this matter.

statusNo. I don't think it is possible. This is probably due to the limited memory of the GBA cartridge.
No. If you want your chao to evolve, you will have to raise it in either a Sonic Adventure 2 : Battle or Sonic Adventure DX Chao Garden.
