Reset your game saves...

You need to do one of the following things:
1. Link up with Pokemon Channel and download Jirachi.
2. Trade Pokemon with either Fire Red, Leaf Green or Emerald.
3. (not sure about this one) Trade with Colosseum or XD.

This is a bug in the RS games that activates after a year or so (I have actually never gotten it because I linked with Channel so I can't talk with experience) that disables the day/night system or something, meaning time won't advance anymore.

And seriously, don't reset your save file or start over, it won't fix the problem.

You can't fix either of the problems. Restarting the game may solve the save corrupt problem but the internal battery thing is (correct me if I'm wrong) a battery inside the cartridge of the game itself. Besides, if you have D/P then you can migrate any time you want, no 24 hour waiting (if the internal battery has gone dry)

What rayboye said is Correct, except about the Migration, the 24 Hour Restriction is controlled by the DS game Card not the GBA Game Cart.

But I have a suspicion you're playing on an Emulator, to have both those problems. Somewhere in the menus are settings for Save Type and Real Time Clock you need to change them. I personally do not know what the settings for Save type is but I only heard of two so it is likely an either or option
