statusComplete your Pokedex to get Jirachi. The other, im not sure without hacking.
You can get Jirachi by linking with Pokemon Channel, Ho-Oh by trading him from Colosseum (Celebi from a japanese Colosseum Bonus Disk) and Lugia by trading him from XD.
The rest can be obtained through special Nintendo Events. However as of the release of Diamond and Pearl, I believe that won't happen again for R/S/E and FR/LG.

He neglected to mention that Ho-oh could be obtained in Pokemon Colloseum.

celebei is obtained only through a Japanese coliseum bonus disk. ho-ho from xd and jarachi by completing the pokedex
Ho-oh you trade from colosseum, get national dex and link to coloseum to get jirachi, lugia from xd, and celebi is a special event pokemon
