There are two possible reasons.
1) Many games that allow saving have a battery inside the cartridge. If this battery dies, the game will no longer save until the cartridge is opened and the battery is replaced.
2) You may have a bootleg, or fake, game. These often have problems with saving. In this case, the best solution is to get a real copy of the game to avoid this and other problems bootlegs may cause, including damage to your GBA. One easy test to determine if you have a bootleg or not is to hold the cartridge at an angle and look inside it from the bottom. If there is not a Nintendo logo beyond the pin connector, the game is a bootleg.
