ok here the REAL way how to do it when elpizo goes loco talk to ciel she will ask if you need anything or whatever there should be something about cyber-elfs somewhere in the wat to say menu choose whatever that is most specific to thge cyber-elfs and then you will have options on to feed them or download them if that doesnt work let me know and ill check right away

I forget but since nobody answered I will try, but what I did in the past is not using cyber elf at all at the beginning of the game because it can reduce the ahem... rank (to acquire the EX Skill).
It's been a while since I've played Zero 2, but I know that you need to do one of two things: either go to the room Ciel used to be in and access the machine by pressing "Up," or by talking to Cecil and selecting "Dowload Elf" (you'll need to scroll down). I think it's the second one.
