Where can I find blue feather?

What colour does the heart have to be before u can buy the feather and where do u buy it?

The heart has to be orange.
Then when the supermarket is open the next day go there and you should see the blue feather. You should also get a letter in your mailbox saying that they have the blue feather in stock.
