Asked on: 2/18 7:23AMI found a code to get it with the number trader, but don't know what it is for.
Mr. Famous' Wristband powers up the Capcom Promotional Punk chip. But you can only get it by using a cheating device. So basically it does nothing.

Nope I can only be used via a cheating device (or if you participated in a tournament a long time ago--trust me...you weren't in the tourney if you don't know about Famous's Wristband)
well I think it will help you when you battle any navis or might be fpr good luck
you need to have the wristband, equip 'collect' navi costomizer block,
Kill Punk, get chip. ;-p
