The cliffs are located beyond the gate that's to the right of the Country Cafe. To open the gate, you must find the lifeguard, Misty Waters, and get her friendship level down to to -50.

This will be much easier if you first get a high overall friendship level with the other Sims. Then go look for Misty - she's usually hanging out at the sand dunes or at the seafood cafe. Or, you can call her from a phone to see where she's currently at. You may need more than one day to do this. Also, when her friendship level gets close to zero, say something nice every few times you speak; otherwise she may quit talking to you. If she refuses to speak, talk to her the next day.

When Misty's friendship level gets down to -50, you can go to the gate by the Country Cafe and enter. You won't be able to play the minigame just yet, however. You need to go back to Misty and tell her. Now you can return to the gate and reach the cliffs.
