Where do i go to snap a photo of the theif? i have already talked to the cop.

statusThe thief is Guiseppi. Go to the south end of the street next to the docks, where you'll find his van. He's usually there late at night, hanging around the back of his van, ready to sell you stolen goods. Snap! Feel free to buy items from him whenever you want - his stuff is just as good as the things you buy at the thrift shop, and he'll give you a good deal. Also, you won't get caught by the police!

Actually you will find him stealing from your uncle then you go talk to him and it allows u to take the pic.
