Aside from clearing the Elite Four, is there anything else I need to do in order to trigger Suicine's appearance?

I was aware of that. I was just making sure that I didn't need to do anything other than clearing Indigo Plateau and having extraordinary patience. But it sounds like the answer is no. Thanks for the confirmation.
It's a random encounter after you bet the Elite Four vut only in case Charmander was your starter.
