I used an action replay (specifically the All TMs and HMs cheat), and HM 08 (Dive) was in my TM Case, but I don't remember being able to find it in this game.
Is it just game information left by the developers who thought was unnecessary?
Yes, it was hidden in game data, probably because the developers thought to bring it in, but no one knows why they just didn't let you access it.
It is impossible to get HM 08 in this game without cheating.
