1. Get it from Professor Birch in Emerald. After you complete the Hoenn dex though. WARNING: You could only pick ONE. So choose wisely, or do number two.
2. Do you have Pokemon XD Gale of Darkness? If you complete Mount Battle, you could get any of the Johto starters. You have to beat Mount Battle two times to get the other two.
Oh yeah, but you have to go through Mt. Battle without goig make. Which means you can't go back to the main entrance. But you CAN save and quit. (Really, would your mom let you play video games for two days straight to get a starter? No.)
No, you don't get the Jhoto starters after beating the Pokemon League in Fire Red a number of times. You have to trade them from another game.
