Yeah, how do you get Celebi and Jirachi, I have every other Pokemon, I have seen and caught 284, just need these, please help!
Celebi can only be received by events, such as bringing your game to the (currently nonexistent) Pokecenter in New York City, or using a cheating device, such as an Action Replay, to catch one. You could obtain Jirachi if you had pre-ordered Pokemon Coliseum and received the bonus disc, or cheating the same way as Celebi would require. However, any Pokemon exclusive to an event will not obey if not obtained from anywhere else besides the original area. (Deoxys only obeys if caught on its island)
