You find it in Mount Mortar. Use Google to search for a map that will guide through the puzzling cave easier. You'll also be able to fight a trainer there who will give you Tyrogue if you defeat him.

I think another way to get it is to teach a pokemon thief and steal from wild horseas. I think there is a 10% chance that this works but its been a while since i played it.

I haven't played it in years but i think it's in mt. mortar but don't qoute me on it brcause like i said haven;t played it in years
