statusit depends in the character whether they have it...
one example is Paul Phoenix...
he can do what you are asking...
Define "push".....is it the one after an air combo??
I think he means the "Ultimate Tackle".
Some characters (Devil Jin, Paul, Dragunov, etc.) can do it from a standing position. Every other character can do it simply from running around 3 steps without attacking. Sometimes you'll do an unblockable shoulder attack, and you will trample over them if they are on the ground.
