statusYou have to beat the last level of the game without letting any cities get destroyd. I recommend Kid Buu.
Download the game save here. It has all characters unlocked.
You have to defeat kid buu under 140 seconds
To unlock both Super Saiyan 4 Goku and Majin Vegeta, you have to make both the Total Completion and City Defence to 100%. You can see your percentage when you go to Another Road in the Main Menu. It is on the left-side of the Chapter Slect Screen. Hope it helps.
