Iv'e heard that it gives you more stamina, but does it work well with the jetpack, if so why?
Capture rate speeds up the rate at which you capture command posts, A.K.A. you capture them faster. It also allows you to sprint for longer, use stealth for longer, etc. It does not affect jetpack/jumppack.

statusNot that I know, It just increases your Stamina, so yoy van stay inviseble for a very long time when using stealth ;)

Actualy if your capture rate is high bases go down in like 5 or 10 minutes.

The jet pack/jump pack have a seperate bar from stamina, so if this is the answer you are looking for, don't let ben fool you :)
