How do you get past the time relics part?

I've collected all of the time relics but it won't let me pass. Now what?

After collecting all of the time relics you need to go back to Velo's Citadel in order to race him again
Also, make sure that you have participated and won in all of the gem races so that you can do a final time relic race for hper speedway.
