First of all use the directional microphone to locate the sound of his breathing (or snoring) then sneak in that direction keeping an eye out for him. While you are looking for him use the thermal goggles to find his footprints on the ground which will lead you right to him. When you find him, hold him up, then shoot him 3 times in the head. After he escapes immediately start looking for his footprints again, then repeat.

There are also two other ways to kill him. If you save and quit, then set the PS2's internal clock ahead a week or two, he'll die of old age. Also when you are spying on him on the docks with Volgin and Eva, you can kill him right then with the sniper rifle.

An unsual way to find then end is to capture his parrot. When you tranq his parrot equip it, it should be called Bird A. Once you have it equipped throw the cage and the parrot should fly to the ends location.

An easy way is just to find him.

Run around with very low camo% (10%- should do) then equip a loud gun, start firing for 1 second then somersault. When The End shoots, look at your map. His location will be now recorded. When his dot is Red, you cannot sneak up on him until he moves. Because he is tracking your movements

...but this is the EASIEST way of dealing with him. Just save at the start of your battle, then restart the PS2. Set the date to some time in the future (a week or month or something I guess). Load up. Problem solved.
