How do I beat Dr. No?

According to the walk through I should be able to blow up the platform panels that Dr. No is standing on. No such luck. I can't get the panels to blow up and I am using the Mk-2 detonator.

Answer

Use the rocket launcher provided, it will reapear when you run out of ammo
