How to expand option for fusing persona more than three ?

How to expand more option to fuse persona more than three.... Example, I want to fuse Lucifer at hexagonal fuse (whatever the name)... But in my case i just have trumpeter and beelzebub, there is no lucifer in there, how can i find it? (sorry for the bad english)

Have you max the judgement social link?..if not,you cant fuse lucifer...the way to maxed judgement social link is only for the true ending route...
