[Fusion Mechanics] Is the initial level or the current level of a Persona important?

Hey there,
first I wanted to thank Menzeeto for the great Fusion Chart, it really helped and helps me a lot. But there is still one open question. I need to know this in ordner to write a program that determines the outcome of a fusion as well as the all possible persona combinations that lead to a persona.

Now my question: Is the initial level of a persona or the current level of a (leveled) persona important in order to know the outcome?

Example: If I fuse Itzanagi, can it be neglected that he was originally level 1 or is this what counts?

And another question: I fuse for instance two persona that lead to a Priestress persona. The average level of these two persona is level 32 (+ 1 = 33). Now there are two persona from the Priestress arcana that are close to this level: Ganga (29) and Parvati (37). The difference is 4 in both cases. Which of them is now created and why?

Original level is what counts. But, if you are doing a triple fusion, then their current level counts to see which two get checked first to see their final type.

The result will always go to the next one up (unless there isn't one), so it would go to Parvati in that case.
