How do I get the PS3 Virtual Memory Card Saves onto my system?

How do I use the PlayStation 2 PS3 Virtual Memory Card Saves available on the site? I've tried to get them onto my PS3 but it doesn't reconize them.

Extract the ZIP file directly into the root of your USB stick. The necessary file structure should be copied from the archive, so you don't have to worry about creating it.
Remove the USB stick from your computer and stick it in the PS3. From the XMB, choose Game > Memory Card Utility (PS/PS2). Select the save file, press Triangle, and select Copy. Your PS2 Virtual Memory Card save file is now on the PlayStation 3.

You need to make a "folder"... don't know if that is the right word.... In your USB root directory called "PS3" inside it another one called "EXPORT" and finally inside it one called "PSV", inside this put the *.PSV file you downloaded from this site. Put the USB on the PS3, go to Game > Memory Card Utility (PS/PS2) > USB DEVICE and copy the file to a Virtual memory card you've already created.

I did this and when i start persona 3 fes up and go to load save file it says there are no save files what did i do wrong when i check the virtual memory card it says its there
