+10 magic, +5 enchanted, moonlight lance has a good int scale, I believe the sword made from seath's tail also scales pretty well with int. velka's rapier is located in the painted world of aramais if i'm not mistaken. Check the wiki for more detail.

moonlight greatsword probly is best it has A rank int scale and upgrades with dragon scales so if you saved your dragon scales and didnt burn them on the drake sword or dragon hammer in one playthrough you should be able to upgrade it to level 4 to get it to 5 in one play try farming the drakes or join dragon covenant and win in pvp to earn scales

Enchanted weapon or moonlight sword for sure. Enchanted +5 will turn the weapon into A or S scaling with intelligence.

Any rapier class weapon that is non-twinkling and non-demon is honestly best. Most demon and twinkling weapons are good at the start but quickly become either extremely gimicky and difficult to use or useless when compaired to a high class weapon that is normal. Velka's is amazing because it takes add-ons like a monster through its thrusting, meaning if you tar it or gold-pine it then it will do stupid amounts of damage but if you are a mage you should go into magic or enchanted which that weapon cant. It's quickly overshadowed by a standard rapier and at +5 for the Velka and +5 enchanted for the rapier the damage comparisons arent even close.Unless you want to gimic an item using mage or think you can remember to keep a huge pile of black tar and gold pine resin (and constantly reapply it) I would stick with the good old rapier class weapons.
