Can you summon people in New Londo Ruins?

I drop my soul sign but no one picks it up. I'm guessing that you can't summon anyone there?

The first time I ever got summoned was in the New Londo ruins! I put my sign on the bridge just before you meet the first ghosts and was summoned by someone who had already drained the water below. I had no idea what was going on and got absolutely destroyed by the darkwraiths. I was only level 20 or below, so I shouldn't have been matched with this summoner who was obviously much higher level than I, but there you go!

If you can drop it then u can summon, perhaps your soul level is not near enough to anyone else, or other people could be in human form. I think the soul level difference is 2, so if your 50 then u can summon souls 48-52, though im not sure this is confirmed

A friend and I had some difficulty with this exact problem. It's not 100% confirmed, but we weren't able to summon each other unless these criteria were met...

1. We both needed to have the Ring of Artorias. Not equipped, mind you, but just in our inventory was fine.
2. The water needed to first be drained by talking to the red-cloaked guy on top of the building after you acquire the Lordvessel, or by killing him and taking his key before you get the Lordvessel.

After both of these criteria were met, the summon signs appeared no problem. It still took a few summon attempts for it to work, but once we connected once, we had no problems re-connecting. I think this is due to the fact that unless both of those above points are reached, the boss of New Londo is unable to be reached.
