Would someone clarify exactly what happens upon importing a character?
I never imported from 1 to 2 since I played on different platforms, so I'm not familiar with what exactly happens. I understand that your previous story-related choices carry over, but your level carries over, as well? So, you'd actually start ME3 at level 30 with all kinds of ability points? Does that, then, eliminate the leveling and experience-gaining aspect from the game as well as much of the challenge as a result?
Yes, you will start at whatever level your import character was, with your skill points still wherever you placed them. It doesn't remove leveling up though because the max level in ME2 is 30 while it is 60 in ME3. Obviously this will make the game easier in the beginning because you have all your powers, but you can always turn the difficulty up.
