I assume i have to talk to Javik (sp) but any idea how many times.

Yeah u have to talk to him multiple times during the story.

I believe just before the final Cerberus mission he chats with u about how he had a ship like the Normandy.

Then u get the bonus power.

Yeah, you have to talk with him multiple times.

It's like that with all the characters, you have to invest in the relationship (in a platonic way).
