How do i read an elder scroll?

So I used the lexicon in the dwarma dungeon, got the elder scroll, and gave the lexicon back to septimus. But how do i read the scroll? or who do i give it to to be read?

Once you obtain the Elder Scroll, fast travel to "The Throat of the World". At there, the old dragon will talk to you. Otherwise, walk up near the Dragon's Wall and read the scroll. You will be brought back to the time where the 3 heroes of Skyrim used the Dragonrend shout to bring down Alduin.

You don't read it, if you do your character will just go blind for a few seconds. Septimus will eventually give you a device to collect blood from a few races from all across skyrim, then you return the blood and the dwemer cube will open, Herma-Mora will then give you the Oghma Infinium.

You can sell the elder scroll to Urag gro-Shub, the College of Winterhold's librarian. He gives you 2000 gold for it. The elder scroll itself is a quest item, but after the main quest it is possible to sell it to Urag gro-Shub.

You Have To Be Up To "Throat of the World" In The Main Questline In Order To Use The Elder Scroll At The Time Rip At The Throat Of The World, Where You Will Also Meet Parthurnaax, The Master Of The Greybeards. Do Not Kill Him When You See Him. He Is A Dragon, But He Is Crucial To The Questline.
You Will Learn Dragonrend From The Time Rip, You Will Also Learn A Word For Firebreath From Parthurnaax. After That, You Will Be Able To Sell It To Urag gro-Shub For 2000 Gold. As For The Lexicon, You Will Be Given A Device To Collect Blood Of All The Mer. Bosmer (Wood Elf), Altmer (High Elf), Dunmer (Dark Elf), Falmer (Snow Elf), Orsimer (Orc). After That, You Will Be Granted Access To The Oghma Infinium. You Will Get The Lexicon Back Which Will Allow You To Access Blackreach.
