Euro Extreme has the same freq. as Extreme
Just go to all areas in the game, and search all areas well for all the guards, and interrogate them all, until you find all the radio frequencies. Make sure to interrogate them atleast 3 times each, since they might not reveal the frequency until the 2nd or 3rd time you ask them.
Note: I have stumbled upon a guide that lists what guards have these frequencies, for each difficulty, but it wasn't accurate. It was either a fake guide, or the frequencies are placed randomly. (Guide was for PS3 version)

If you want to acquire the radio frequencies in-game, it must be done by grabbing enemies and putting them into a choke hold, and then threatening them while using a CQC weapon, if you chose the right person he will give you the frequency. The controls differ on each console but you can find them in the instruction manual or in the "Special" part of the main menu and then under "Basic Actions", "Intermediate". It's called CQC (Threaten). It should be the Left Stick Button on all consoles.
