Why does my Dragonborn add on not show in my PS3 Skyrim Menu?

I downloaded db for my ps3 and it won't show up in the main menu dc add ons.
My PS3 is from the U.S. My copy of Skyrim is the Eng version BLES -01329.
My ps3 network account is set up in the U.S.
I live in Czech Republic and downloaded the patch 2.08 update and installed.
Installed DB but it won't show up as recognized in the dc menu.
I followed this advice here:

Repeated the process about 3 times trying to delete, update, install etc etc and it STILL will not show up in my menu as dlc. No cultists, no ship with Salt Sage guy in Windhelm docks. I've been reading for hours on forums and google and tried everything. Is there something I'm missing? Do I need to use the patch 1.8 instead of the Eu version 2.08? I read about how Bethesda is screwing the PS3 players cuz they mainly focus on PC and Xbox but i hope there is some magic step I missed and can remedy easily. Do I need to create a whole new user profile and put the EU as the country? I am so frustrated with no hope in sight. Really hoping I didn't just flush money down the toilet.

Ok, so because I bought the BLES01329 version I have to download the same version of Dragonborn? So, to do that, I need to create an EU PSN account. Sorry if I seem stupid but, how do I do that? Do I need to just create a new account and put some address in Europe?

Ok, so I googled how to do the account but then, will any of my game saves from the US account still be there? I really don't want to start the whole game over just to do the DB questline.

STATUS

Your version of Skyrim and the version of DLC you buy both have to match. If you have the EU version of the game, you have to download the DLC from an EU PSN account.

I suspect you have a EU game and a US DLC.

I don't know if your saves are on your tied to your hard drive or your PSN.

I would guess that you can continue your saves (by loading your US account if you have to), but I'm not 100% sure.
