How do u get the toy cars?

Everyone has been talking about toy cars but I don't know how can I get them.
If it is a dock could u plz explain how to get it I've never downloaded a dlc

I mean dlc not dock sorry

They are received from the Toy Car Collection DLC, which you can buy from Playstation Store, or while in the game menu.
