Where can I find (Key to old olney underground ladder in old olney sewers)?

I explore it all, i even find the 2 ways out, killed all the deathclaws, found the merc, the initiate, stuff, but i cant get through that ladder, theres no way down from the street...theres that 1 ladder i want to get through, but i need a key...

Answer

It's part of the game as you progress, while Broken Steel is installed. More in depth (Unless you want it to be a surprise. >>> //SPOILER\\ You need to have broken steel installed, finish the mission death from above, then accept the mission Shock Value. It will be unlocked when you start the mission. :)
