Where can I find (the burnmaster)?

Where can i find the burnmaster

The Burnmaster can be found in the Franklin Metro Utility which can be accessed through Falls Church Metro. The path that leads to the Burnmaster is irradiated and has Feral Ghouls and some Glowing One's.
