How do +skills on classmods work?
If i have 5/5 in a skill and i get a class mod that adds +2 do i get 7/5 or should i reskill to get 3/5 and let the classmod handle the other +2?

No matter what your level with the skill is, it adds another 2 points on top of it past the max of 5.
yes but is there any point? does the stat continue to increase? or is there only bonuses until lvl 5? is it a true +8%Dam for each lvl past lvl 5?
there is a point to having it. even after you've maxxed an ability the class mod will just make it better. But I like class mods that do something I couldn't before, like ammo regeneration or extra team xp.
The additions to skills given by mods increase the skill by the same amount as it you were putting a skill point into it. For instance, Lilith's Diva skill increases shield capacity by 5% each time you upgrade it. The pluses from a mod would do the same thing, plus 5% for each point from the mod. The pluses can only be added to skill with at least one skill point in it though. If you haven't activated the skill being improved by your mod, then you still don't get that skill's abilities.
Different class mods will help out with different abilities in your 3 categories. while some only help with one or 2 skills, others will help out with 4 or so sills, and also give you, and a teamate if stated, an advantage like +50% damage or melee damage. but to answer your original question, an example of how the mods increase skills is lets say you have a skill thats 2/5 if you get a mod that adds 3 to that specific skill, that skill will b maxed out as long as you have that mod equipped. mods that increase your skills r especially helpful if your close to maxing out a skill category. i have a level 42 berserker and when i was a lower level, i used class mods to max out my last skill in my tank skill category. different characters have different skill categories however. the tank skill category gives a huge boost to health, shield, and regeneration, along with a few other things that help. it makes a berserker virtually invincible, as the title "tank" suggests
Class mods work as boosters even if you have what it boosts leveled up or not my personal fav character/mo is roland and any of the regenerate ammo's or the leader where you get extra xp.
Class Mods take effect as long as you have at least 1 point on that skill. The points added from the Class Mod can stack to over 5 points adding extra effect. However, certain skills aren't really worth putting more than 5 points into, such as Aerial Impact for the Hunter. I mean, whats the point of having an over 100% chance to stun enemies? That's just wasting skill points that could go to something else. So, unless its a skill that literally can't be improved with more than 5 points added, go for the 7/5.
