Can you unlock Quicksilver?

I have been reading around online and i took a look in the game guide and they have mentioned "laying down a quicksilver friendly track" and in the game guide it shows them controlling a character called quicksilver. I was wondering if anyone has unlocked quicksilver or if anyone knows if you can or how to unlock. I think you can but i just dont know how.

As far as I can tell, no, there isn't. What you saw was probably a user-made creation. Search the Mod creation content for the keyword "Quicksilver", you'll find quite a few results.
