How exactly do you get Mileena's third costume?

Or you can farm joins to skip those levels, it take 250k to skip from challenge 70 - 300.

I assume you mean her nearly-naked one. You need to clear all of the Challenge Tower. It's quite hard and it'll take you a while, but that's how you unlock it. :)
