How do access the secret dungeon?

Welp basically i completed the game yet i still didnt recieve any letters from the 4 old men. I did recieve up to only 3 letters from Alus but thats about it. Anything i did wrong?

Also i completed the other sidequests that involved the onion knight, blacksmith and i also recieved the 99 job master card as well

Here are some things that u may have missed:
1- Return the pendant to serah after u get it
2- There is an underwater dungeon that has no boss at the end (i can't remember its name) , u should open all the chests there including the hidden ones at the end of it
