Where can I find the thunder rodd car?

I need to find this car for that list thing as its the only one left but i cant find it

For Which list?
After you complete the mission of Ma Cipriani where you must race against some guy i forgot of, you can find the car in the parking next the Callahan Bridge in Portland Island. It can spawn sometimes.
