Learning the Enemy Skills?

Is it possible for everyone to learn the skills of an Enemy by Examining them, or can only 1 person learn a skill from an enemy?

I believe a skill can only be learned one time.

Any character can learn any enemy skill. It doesn't matter who does the examining. After it is learned it can't be gotten again.

Yes that's what it seems to happen. I think any character is able to learn any skill, for example, Peco learned Air Raid even though he has no wings. But once someone has learned it, another character can't learn the skill by examining the enemy. At least it has never happened to me.
