What's the easiest way to tell that you've gotten all the heart tanks?

How long should your health bar be in relation to your weapon energy bar?

The best way is to go to the Save Screen and wait (meaning don't save, just stay there). Look at your savefile. It will list the difficulty you're on, the subtanks and the heart tanks you have gotten.

I think it should be equal, maybe? I don't know, just go around to the different levels and look where they should be.

There is an easy way to keep track of your heart tanks without checking your save file. Your health bar increases by two units every time you obtain a heart upgrade. If your health bar is equal to your weapon bar, then that means you only have 6 out of 8 of the heart tanks in the game. So when you have all of them, your health bar should be 4 units larger than your weapon bar.

Save screen tells it all. And the health bar is a bit longer than your weapon bar, like what's said above.
