How do i get the steal command with my thief?

i have a party of four (well duh!) one red mage, one warrior, one thief and one monk.

i've encounterd several beasts that have an item according to the bestiary but i can't steal because the command just isn't in the list.

I've just rescued the princess and have gone to the next town where i'm currently training around, i did get the ship from the pirate all ready. i'm level 9 if that helps any.

Thieves cannot steal in FF1.
