How do I play this on my computer?

I remember my friend played it on his years ago. I've looked around and can't figure out how he did it. My best guess is that it's an emulator or something.

Damn, looked around a bit more and found out they're illegal. Sugar sticks! Thanks for the info anyway.

He would've been playing a rom on an emulator, but I can't post links to where you would find such things on here. Shouldn't be too hard to figure out on your own, though.
