When you start playing, go north, then west. You should see a black-haired girl there. Talk to her and select the first option (See) and then the next first option (Around). Do this 10 more times and she'll ask you a question. Leave the conversation by selecting the last option and you'll get the mission select menu.

Ending Extras
After the ending is over, at the "1991 NCS Madhouse" screen, wait about a minute without touching any buttons for some extra ending story. After that's over, you'll come to a black screen, wait about two minutes there without touching any buttons for a bit more.
