Is this an enhanced port of Persona 4, or is it a new game?

Pretty much what the question says...

Persona 4: Golden Takes Persona 4 and upgrades it greatly into a better game. The games still follows the same story just with a lot more cool stuff. If you want a new game you wont get it the main story is the same. That is why it is still called Pesona 4 in the title.
