How do I get unlock the "Perfect Run"?

I have 241 stars, 9999 Star Bits in the bank, and 9999 Star bits in my possession. Does this make the comet medal appear in the Grandmaster Galaxy?

Or was it there already, and I just can't find it?

Just realized the bad grammar in my question. XD Should have caught that sooner.

The comet medal is floating to the right of the furthest rightmost platform with a Hammer Bro. Jump right to the comet medal, then quickly spin and move left to get back.
If you had the Cloud Suit and a cloud, it would be easier to collect it, but it's very hard to keep the clouds.
Of course, The Perfect Run is a comet challenge that requires you to collect the Comet Medal and deposit 9999 Star Bits.
