Colony 9 - collection quest 3?

I noticed this is missing in my quest log. Where can I activate it? The only thing I know is that the quest giver is at residential district, but checked day and night and haven't found him yet.

Quest giver is a Woman NPC that stands in her kitchen-like-stall. Visually its straight Right from the residential district marker on your minimap. She wants 2 rainbow zirconais to brighten up her shop. Btw it seems she's only during day-time there.
